Roscoe Conkling, a Republican, served as both Senator and Representative for New York, and on retirement became Pulitzer’s most trusted lawyer, also writing editorials for the World. In 1882, he declined an invitation to join the U.S. Supreme Court. This bill covering three years of his loyal service shows something of the extent of Pulitzer’s libel suits.
