In this text, most probably written for a speech following her appointment by Governor Smith, Perkins shows her understanding of the job at hand: “As I understand the aim of the Commission, it is to make New York the best industrial State in the country, as well as the greatest industrial State in the country, and to the fulfillment of this aim I am willing to devote all my time and all my skill.”
