In 1914 Starr moved to San Francisco, where he started working for the Pacific Coast Casualty Company, selling automobile insurance by day, while reading law by night.

In 1917 Starr passed the bar examination, and received his attorney license, whereupon he helped form and run the insurance brokerage firm of Shean & Deasy before enlisting in the army in 1918.  But the wider world was beckoning.
